Road Haulage: Key Measures Introduced in the Infrastructure Decree

Significant support measures for the road haulage sector have been introduced in the new Infrastructure Decree.
Among the main developments are changes to the rules governing waiting times for loading and unloading operations, and the introduction of joint liability between the contracting party and the shipper for compensation payments.

The Decree also addresses the critical issue of payment terms, granting the Italian Competition Authority (AGCM) the power to issue warnings and impose fines in cases of repeated and widespread violations of payment regulations—potentially constituting abuse of economic dependence.

A concrete sign of commitment to the future of the sector is the allocation of €6 million for each of the years 2025 and 2026 to support the renewal of vehicle fleets, promoting the shift toward more modern and sustainable transport solutions.
