Ports: port system reform launched. “Porti d’Italia S.p.A.” established

The reform of the Italian port system introduces a new organisational and financial framework aimed at strengthening national coordination and improving overall sector efficiency. A key element of the reform is the establishment of Porti d’Italia S.p.A., a public company owned by the Ministry of Economy and Finance and supervised by the Ministry of Infrastructure and Transport, with strategic coordination responsibilities at national level.

Porti d’Italia S.p.A. will be responsible for the management of major strategic infrastructure investments, extraordinary maintenance, the identification of projects of general economic interest, and the joint promotion of the Italian port system on international markets. The company is intended to provide an integrated and coherent approach to port development across the country.

The 16 Port System Authorities will remain fully operational at local level, retaining responsibility for port management, ordinary maintenance and the granting of concessions. Under the reform, however, they will be relieved of the financial burden associated with major infrastructure projects, enabling a stronger focus on operational efficiency and territorial development.

The financial sustainability of the new framework will be ensured through the capitalisation of Porti d’Italia S.p.A. using unallocated budget surpluses generated within the port system. The reform is now under parliamentary review as part of the final approval process.
